MANCHESTER, NH — The change in the September primary vote totals for mayor were as small as the physical stature of Rich Girard, who requested the recount held today at the building housing the Queen City’s welfare department. For the second time a fortnight, the diminutive former School Board member wound up losing to Victoria Sullivan for the privilege of contesting top-vote getter Joyce Craig in the November general election by 128 votes rather than 127, as in the primary day count. The moral stature of Girard, who questioned the integrity of Manchester’s election process on his public access TV show last night, is even further diminished.
